1-29-08 Icarus restructuring plan
1. icarus puts work on hold for 6 weeks except necessary housekeeping to focus on visioning.
2. Visioning crew assembled: madigan will sascha PLUS molly alicia marykate kieran mimi = EIGHT. Each of the new 5 will get an optional $300 for this work. plus ongoign if we decide to use that structure
3. Visioning crew to make decisions by consensus but if consensus cannot be reached, 5 out of eight can override other three unless other three are madigan sascha will. This is to ensure that some weight is given to the experiences madigan will and sascha have accumulated. It also is to avoid the possibility of a clash in working styles or personalities creating a deadlock.
4. Visioning crew is charged with coming up with NEW ICARUS FLIGHT PLAN.
5. The Flight Plan will be a detailed written document like a FAQ or employee/volunteer handbook that will serve as the bylaws or constitution or foundation structure of Icarus.
6. Developing the Flight Plan will be facilitated by a designated facilitator who will keep the effort on track.
6. At the end of 6 weeks the Draft will be presented to the community and to key Icarus collaborators. with a 2 week deadline for comments and feedback. Madigan Sascha Will will compile a list of key collaborators to make extra effort to reach out to through phone calls inviting input and feedback.
7. At the end of the comments and feedback time the Visioning Crew will then take 2 more weeks to finalize the Flight Plan.
8. The Flight Plan will be implemented. Also presented at a big radical mental health gathering in spring or early summer.

wellness policy -- What do we do when someone doesn't think they have a wellness problem but others in icarus collective do? How public should this be?
communication and email policy: Direct communication, not one person saying what another person said. Stopping forum/email flames and going to telephone or face to face. Positive and contstructive feedback based on strengths and resources, not lack, criticism, and failings. Directing critiques to organizational and personal behaviors not who people are or personal attacks. on character. How to enforce this?
how complaints and ethical grievances are handled: "Any grievance should be presented to collective in writing. collective members will assist people to present grievances rather than put onus on them. Collective as whole will investigate grievance for truth and state in writing changes made to address it. If grievance found to not be true, person making grievance asked to stop repeating charge or not continue with Icarus.
how requests for media exposure are handled. Collective approves media appearances to ensure balance between quality control and access to diverse participants, ie. not same people all the time talking to press, but also not put people without enough experience or skill.
how offers for paid or enticing speaking and other opportunities are handled. If offers come through icarus based on icarus work as whole then personal gain cannot be made; individual gain only through individual identity approached as such.
procedure for finalizing grant proposals. Collective needs to sign off before grant or any other funding request like appeal letter or blog end of year appeal go out, to ensure that one person not responsible for mistake or omission that jeapordizes funding.
how check requests are approved. All collective members have check request power. Checks above $100 or unclear purpose need collective approval, otherwise small funds can be based on individ autonomy.
